Penang vs Chiang Mai for retirement: start at your front door
Penang and Chiang Mai offer different settings for a possible retirement base: an island setting in Malaysia and an inland city in northern Thailand. The right choice depends on the home, transport, social routine and personal arrangements you can make work. A modest difference between two core budgets is not enough to settle it.

What the monthly estimates compare
Both columns below use the same Simple basket: one adult, a private one-bedroom outside the centre, a 12-month target lease and a rented motorbike. The spending period is 30 days. These are core planning estimates; they do not include your complete retirement expenses.

Choose the transport before the apartment
If you do not want to ride a motorbike, change that setting immediately. Both figures above include one because the directory uses a common starting routine.
List five journeys you expect to make repeatedly: groceries, an activity, a friend's area, an appointment and somewhere you enjoy spending time. Check how each would work from the homes you are considering.
The Penang guide links to bus information and identifies housing references around Gelugor, Relau and Bayan Baru. The Chiang Mai guide includes Santitham references and services elsewhere in the city. Their presence does not establish a convenient route from every home.
Use actual destinations when estimating fares. If you move with a partner and sometimes travel separately, include those trips too. Shared housing does not mean shared transport on every journey.
Inspect the building as carefully as the room
An attractive apartment photo leaves a lot outside the frame. Check the route from the street, the entrance, the lift, the bathroom and the space around the bed. Notice steps, thresholds and places where carrying groceries could be awkward.
Ask who handles repairs and how you contact them. Visit at different times if possible. Sit indoors without music playing and listen for traffic, nearby rooms and building equipment.
If you have particular access requirements, check dimensions and arrangements against those requirements. A broad description such as “accessible” is only a starting point for the conversation.
The neighborhood matters just as much. Try a shopping trip from the building. Where will you cross the road? How will you get home in heavy rain? A home is easier to judge once you have done something ordinary from it.
Keep healthcare and insurance personal
Use the hospitals and services linked in the city guides to make specific enquiries. Their presence is not evidence that a particular treatment, appointment or payment arrangement will be available to you.
Ask the provider and insurer about the services and cover you need. Keep any resulting quote, its date, exclusions and conditions with your budget. Do not enter a generic insurance amount simply to make the worksheet look complete.
Check the journey from the prospective home as well. “There is a hospital in the city” does not answer how your regular appointment would fit into your week.

Test a social routine without a sightseeing schedule
Leave room for a quiet week. Find an activity you would willingly repeat, somewhere comfortable to spend time, and a way to meet people that does not depend on friends visiting from home.
Do laundry, buy groceries and cook if that is how you normally eat. Record what you enjoy as carefully as what frustrates you. Holiday novelty can hide an inconvenient routine, but it can also make you dismiss the ordinary pleasures that would matter over a longer stay.
If you are moving with a partner, each of you should test your own week. One person's enthusiasm for a home does not answer whether both people will enjoy living there.
Consider the parts of the year you have not seen
Review the current seasonal notes and linked evidence on each city page. Ask which conditions would make you change plans, then investigate those periods specifically.
A successful trial month cannot demonstrate year-round comfort. If you would leave during a difficult period, account for the alternative accommodation and travel instead of treating the departure as free.
Settle the immigration question separately
A city budget does not establish a retirement route or permission to remain. Check the current requirements for your passport and circumstances with the Malaysian Immigration Department or the official Thai e-Visa service, and follow up with the responsible authority where needed.
